The role of the Fnepsa certifying & gathering Art experts

Welcome !

Our federation is an association under the law of 1901 founded in 1987. Today, it brings together more than 65 professional and independent member experts and trainee experts specialized in art and represents more than 50 specialities.

Why professional? This means that expertise in an art field is the main activity or one of the activities carried out professionally by our members.

Why independent? Our members are experts who are not employees of a company and who speak without conflict of interest, in the service of the work of art or the collection object they have to appraise.

General tasks

Our first task is to organise a national cooperation of Art experts. To this end, we harmonise the expertise in the field of furnishings, antiques, works of Art and collectors' items.

Our federation is made up of experienced independent professional experts whose extensive professional network is at the service of the Art and antiques lover in order to advise, protect and defend him.

Our activities are aimed at promoting a better knowledge of the value, importance and techniques of the profession in the public opinion.

At various events, such as the Salon du Livre rare & des œuvres d'art at the ephemeral Grand Palais in September 2021 in Paris, we coordinate the participation of our certified Art expert members so that the public can meet them and become familiar with our activities.

Together with other national chambers of Art experts, institutions such as the Conseil des ventes volontaires and associations related to the art market, we study or investigate subjects of common interest to our members and the art market in general and its development. The public authorities seek the opinion of our members in order to adapt the regulations to new imperatives (e.g. information report on the art market published by the National Assembly).

Missions with individuals and professionals

Our Art expert members assist private individuals in the context of inheritance divisions for the valuation and constitution of lots for an equal division or donations.

They also assist insurance companies and brokers before or after claims. Before a claim, the insurance company calls on our members to draw up a quantified inventory of the art objects or collections of private individuals or institutions. After the loss, whether caused by human action or natural phenomena, our members intervene to establish an amount of compensation. They are also called upon to resolve disputes out of court.

Throughout France, our members are called upon by auctioneers to appraise and estimate objects listed for public sale. Their high level of knowledge and skills are required to enhance the value of the works of art or collectors' items they have to appraise. To this end, they write the records in the auction catalogues to defend the works of art, furniture or objects in the best possible way.

Fnepsa is asked to provide organisers of antiques fairs with a list of member experts for assistance missions and expertise operations. Fnepsa is only responsible for coordinating the placement of the experts requested, according to the general planning of the fairs, and for informing the experts of the organisers' choice. In no case does it give advice on the choice of the expert by the organiser, but possibly on the provision of a coherent team.

Our federation provides legal and/or judicial assistance to professionals and individuals, public authorities, courts, customs and various administrations. Some of our Art expert members are approved by the courts of appeal, administrative courts and tribunals, but they are also appointed assessors to the Customs Conciliation and Expertise Commission. Their role is to enlighten judges and customs officers to help them make their decisions.

Our members propose to universities and art schools to assist them in specialized teaching. The IESA, at the University of Toulouse II-Jean Jaurès, the Universities of Caen and Rouen call on them. They give lectures in specialised schools, visits to museums or participate in colloquiums organised by French study societies.

Our particularities

Several of our members are heritage conservators, they are trained in the conservation-restoration of art objects or objects of historical or cultural heritage. They have received specialised training recognised by the State or from reputable art craftsmen.
